Oloof was mandated to unlock value from a broad municipal asset base while strengthening community services and long‑term financial sustainability. The portfolio required a structured approach that could answer three questions with confidence: which assets should be prioritized, what activation models are most viable, and how can decisions be translated into investable, executable packages.
